What we do

The Investment and Trade Agency of Mongolia (ITA), operating under the Invest Mongolia brand, is the dedicated government agency for promoting foreign direct investment and international trade under the Deputy Prime Minister of Mongolia. We serve as a trusted bridge between global businesses and local opportunities by providing end-to-end support for investors. Through our One-Stop Service Centre, we offer comprehensive services, technical assistance and up-to-date guidance on Mongolia’s business climate and legal framework, while also serving as the Secretariat of the National Investment Council to protect investor rights and resolve grievances.

Our core mission is to build a competitive economy by creating a favorable investment climate and facilitating cross-border trade. We actively support businesses by expanding export markets, boosting domestic production and streamlining trade procedures through our.

Strategy and areas of operations

We implement policies and initiatives to attract investment, improve the business environment, and promote international trade. Our priorities include promoting investment opportunities in key sectors, strengthening the legal and regulatory framework, protecting investor rights, and advancing sustainable, green investment. We are also digitalizing investment and trade services through an internationally recognized digital One-Stop Service Center to provide faster and more accessible government services. In parallel, we support export growth, enhance national competitiveness, and maximize the benefits of international trade agreements.

How we support investors

We provide comprehensive support to investors, exporters, and businesses throughout their investment and business journey in Mongolia. Our services include reliable guidance on the legal and regulatory framework, investment procedures, business operations, and export opportunities. Through the One-Stop Service Center at Government Building XI, investors can access key government services and information from a single location. We also operate an online Investor Grievance and Complaint Management System to facilitate the timely resolution of investor concerns and improve the overall investment experience.

Brief history

The institutional framework for promoting foreign investment in Mongolia began in 1990 with the establishment of the Foreign Investment Agency under the Ministry of Trade and Industry.

Since then, the organization has undergone several structural and institutional reforms in response to changing policy priorities and evolving economic needs.

Specifically, it operated under the following names:

  • 1996–2012: Foreign Investment and Foreign Trade Agency
  • 2013–2016: Invest Mongolia Agency
  • 2016–2021: National Development Agency

In 2023, pursuant to Government Resolution No. 37, the Investment and Trade Agency was established. The Agency currently operates under the portfolio of the Deputy Prime Minister of Mongolia, serving as the government’s principal institution responsible for promoting investment and trade.

Functions of the divisions of the Investment and Trade Agency

 

Investment promotion division

The Investment promotion division works to increase domestic and foreign investment and improve the investment environment by providing investors with necessary information, advisory support and government services in a timely and accessible manner. It also works to protect the rights and legitimate interests of investors, address their concerns and challenges and expand investment cooperation.

Trade promotion division

The Trade promotion division implements policies and measures aimed at increasing Mongolia’s export capacity and competitiveness, supporting domestic production and reducing excessive dependence on imports. It works to facilitate trade, reduce trade barriers, ensure the implementation of international trade agreements and arrangements and provide support to businesses.

Information and Communications division

The Information and communications division is responsible for the development of the Agency’s information and communications systems, digital services and information technology. It supports the digitalization of the Agency’s operations, introduces new technologies and artificial intelligence, ensures information security and consolidates and processes information and statistics. The Department also ensures that information about the Agency’s activities and services is delivered to the public in an open, timely and accessible manner.

Administration division

The Administration division organizes administrative, human resources, budgeting, financial and internal management activities to ensure the smooth and efficient operation of the Agency. It works to strengthen the capacity and performance of civil servants and ensures effective coordination, monitoring and accountability across the Agency’s operations.

Contact Us – One-Stop Service Center Information

The One-Stop Service Center provides foreign investors with information and promotion regarding Mongolia’s investment environment, legislation and favorable market conditions. It operates an electronic system to receive and resolve investor complaints and delivers integrated government service information related to foreign-invested enterprises from the General Authority for State Registration, the Tax Authority, the Immigration Agency, the Social Insurance Department, and other ministries and agencies.
