Oyu Tolgoi Infrastructure

Oyu Tolgoi is one of the world’s largest copper-gold mining projects and Mongolia’s flagship foreign-investment success story. The project demonstrates how long-term international investment can combine capital, advanced technology, global expertise and local capability to develop a world-class mining operation. Operated by Oyu Tolgoi LLC, the project involves Rio Tinto, Turquoise Hill Resources and the Government of Mongolia. The mine has an expected operating life of more than 50 years. Beyond mineral production, Oyu Tolgoi has become a major contributor to Mongolia’s public finances and domestic supply chains. In 2025, the company contributed MNT 2.34 trillion in taxes, fees and other payments, while its domestic procurement, salaries and government payments generated MNT 8.4 trillion in economic activity.

From Foreign Investment to Mongolia’s Digital Infrastructure

Established in 1995 as a joint venture between Mongolia’s Newcom Group and Japan’s KDDI and Sumitomo Corporation, MobiCom became Mongolia’s first mobile telecommunications operator, launching its GSM service in 1996. The investment brought not only capital, but also international technology, technical expertise and operational know-how to Mongolia’s emerging telecommunications market.

Starting with just four base stations, one service center and 13 employees, MobiCom has grown into a nationwide telecommunications and digital infrastructure company. Today, MobiCom Group reports more than 1.7 million users and 1,700 employees, with services spanning mobile and international communications, high-speed internet, satellite communications, digital payments, network infrastructure and data centers.

The partnership also helped accelerate technology adoption in Mongolia. MobiCom introduced 3G in 2009, 4G LTE in 2016 and Mongolia’s first 4G carrier aggregation technology in 2017. Its evolution demonstrates how foreign investment can create lasting value by combining international expertise with local entrepreneurship, building new industries and strengthening Mongolia’s digital economy.

Salkhit Wind Farm wind turbines in Mongolia

Salkhit Wind Farm represents a landmark investment in Mongolia’s renewable energy sector and a pioneering example of private-sector participation in power generation. Developed by Clean Energy LLC, a Newcom Group company, the project brought together Mongolian and international partners, including General Electric (GE), the European Bank for Reconstruction and Development (EBRD) and the Netherlands Development Finance Company (FMO). The project attracted approximately US$120 million in total investment and began commercial operations in June 2013.

Located approximately 70 kilometres southeast of Ulaanbaatar, Salkhit is Mongolia’s first wind farm connected to the central grid and its first privately owned independent power producer. The project uses 31 GE wind turbines with a total installed capacity of 50 MW, introducing modern wind-generation technology and international project-financing practices to Mongolia’s energy sector.

Salkhit produces approximately 150–170 million kWh of clean electricity annually, equivalent to the annual electricity consumption of around 100,000 households. It also reduces coal consumption, freshwater use and greenhouse-gas emissions, demonstrating how international investment and local entrepreneurship can support Mongolia’s energy diversification and green transition.

Located in Tsogttsetsii soum of South Gobi Province, the Tsetsii Wind Farm is a landmark private investment in Mongolia’s renewable energy sector. Developed by Clean Energy Asia LLC, a joint venture between Mongolian company Newcom LLC and SB Energy Corp., the project was financed with support from the European Bank for Reconstruction and Development (EBRD) and the Japan International Cooperation Agency (JICA).

With an installed capacity of 50 MW, the wind farm consists of 25 Vestas wind turbines and began commercial operations in October 2017. It was developed to help meet Mongolia’s growing electricity demand while reducing reliance on carbon-intensive power generation. The project represented one of Mongolia’s early large-scale privately financed renewable energy investments and demonstrated the potential for international development finance and private capital to support clean energy infrastructure.

Tsetsii Wind Farm has an annual electricity production capacity of approximately 201 million kWh and contributes renewable power to Mongolia’s Central Energy System. Its development also created opportunities for local employment and strengthened private-sector participation in the country’s energy transition.
