Our key activities include developing and maintaining an investment project database, promoting investment opportunities through digital platforms, and organizing and participating in international investment forums, business missions, exhibitions, and networking events to enhance Mongolia’s global investment profile.

To improve the quality and accessibility of public services, we are progressively digitalizing investment and trade-related government services through the implementation of an internationally aligned Electronic One-Stop Service System. This enables investors to access essential government services through a single, efficient platform, reducing administrative procedures and improving the overall investment experience.
Supporting investors throughout their investment journey is a core part of our mandate. We work to safeguard investors’ rights and legitimate interests by contributing to improvements in the legal and regulatory environment, reviewing policy and administrative issues a
ffecting investment, providing advisory and facilitation services, assisting in the resolution of investor inquiries, complaints, and disputes, and delivering timely information on policy developments, regulatory changes, and market opportunities.
Our trade development initiatives are designed to strengthen Mongolia’s export competitiveness and expand access to international markets. We support the development of import-substituting industries, enhance the export capacity of domestic enterprises, and promote greater competitiveness across key sectors.
We also work to improve Mongolia’s trade performance by encouraging the effective application of tariff and non-tariff measures and maximizing the benefits of bilateral, regional, and multilateral trade agreements to facilitate market access and sustainable trade growth.

How We Support Investors
We provide comprehensive support to investors, exporters, and businesses at every stage of their investment and business journey in Mongolia.
We provide reliable information on Mongolia’s legal and regulatory framework, helping investors and businesses understand the requirements for establishing and operating their businesses. For exporters, we offer guidance on international market opportunities, export requirements, and practical solutions to overcome challenges associated with entering and expanding into foreign markets.
To ensure that government services are delivered efficiently, transparently, and with minimal administrative burden, we operate the One-Stop Service Center at the Government Building XI. Through this center, foreign investors can access comprehensive information on Mongolia’s investment climate, legal framework, business regulations, and market opportunities from a single location.
In addition, we operate an online Investor Grievance and Complaint Management System to receive, monitor, and facilitate the resolution of investor concerns. Investors can also conveniently access a range of government services related to foreign-invested enterprises through the One-Stop Service Center, including services provided by the General Authority for State Registration, the Mongolian Tax Authority, the Immigration Agency of Mongolia, the General Department of Social Insurance, as well as other relevant ministries and government agencies.

Brief History
The institutional framework for promoting foreign investment in Mongolia began in 1990 with the establishment of the Foreign Investment Agency under the Ministry of Trade and Industry.
Since then, the organization has undergone several structural and institutional reforms in response to changing policy priorities and evolving economic needs.
Specifically, it operated under the following names:
- 1996–2012: Foreign Investment and Foreign Trade Agency
- 2013–2016: Invest Mongolia Agency
- 2016–2021: National Development Agency
In 2023, pursuant to Government Resolution No. 37, the Investment and Trade Agency was established. The Agency currently operates under the portfolio of the Deputy Prime Minister of Mongolia, serving as the government’s principal institution responsible for promoting investment and trade.
